  1. There are different policies in different Authorities. In theory, anyone can post anything. In practice I believe that many Authorities want to exercise control over what is posted.

    There are two schools of thought. One says, in order to maintain quality, everything should be checked and vetted before distribution - that way you get a small number of resources but the ones that are there are of a very high quality. The second school of thought says you should let everyone publish what they want. That way you get a lot more to choose from. The best quality stuff will rise to the top and the poorer resources will wither away from lack of support.

    I have more sympathy with the second way of thinking but there can be problems with that approach if there is so much dross that you can't find the good stuff.
